Leslie Hore-Belisha was an independent-minded Liberal MP who represented the constituency of Devonport for more than 20 years, during which time he campaigned to improve both the lot of the average British worker and conditions for those serving in the Army. His political career saw him appointed as Minister for Transport in 1934 – at a time when car ownership was booming – and then becoming Minister for War as Europe faced the grim threat posed by Nazi Germany.

His strong interest in 20th century political history led him to write a thesis on the aftermath of the 1938 Munich Agreement, for which he secured an M. Phil from King's College in London. Having served in local politics since the early 1970s, he went on to become the Mayor of Ipswich in 1994-95.
