The Risk of Darkness book. Susan Hill developes her characters in the small town of Lafferton, so you get to know the townspeople in a limited way, just as you'd nod to them on the street in real life. And the main characters are good people, with real problems and serious personality flaws. There are a lot of different threads in this one, the main story being solving the case left hanging in the last book. The author has no problem portraying evil psychopaths. They are This is just the kind of mystery series that I love.
