In New York, State Senator John R. Dunne, a Long Island Republican who is sponsoring legislation to legalize surrogate parenthood, called the Baby M ruling ''very encouraging and really supportive of what we're trying to do here. He added, ''The judge agreed with our interpretation of the Constitution that we cannot interfere with surrogate parenting agreements because to do so would be to interfere with the right to bear a child.
