Walter A. Rosenbaum is professor emeritus of political science at the University of Florida and director emeritus of the University of Florida’s Bob Graham Center for Public Service. His recent activities include an analysis of the EPA’s capacity for climate change regulation, prepared for the Brookings Institution; an examination of the data requirements for a new Federal Environmental Legacy Act; and preparation of an energy policy text for CQ Press.

The new material on the impact and fallout from the BP oil spill, the UN Climate Change Conference in Durban, as well as further discussion of the legacy of evolving governance after the Kyoto Protocol updates the book well. The historical narrative of evolving environmental policy is also useful.

The first half of the book sets needed context and describes the policy process while the second half covers specific environmental issues such as air and water; toxic and hazardous substances; energy; and a global policymaking chapter focused on climate change and transboundary politics.

I found this text to be a helpful resource for understanding the concepts surrounding environmental policy specifically. The book covers an extremely wide-range political processes and frames each one through the lens of environmental issues. Because the scope is so large, this works as a good introduction to environmental policy. For readers looking for more in-depth discussions on the concepts in this book, I recommend looking at the chapter titles, each of which could be seen as a separate subject worthy of its own catalog of literature, to find resources dealing with that subject specifically.

As far as Rosenbaum's voice, I found it easy to understand. He presents readers with a good foundation on top of which further study in the realm of environmental policy can build.

The chapters in this book are extremely lengthy and dull. The information included is important, and thoroughly explained, but the tone is drier than sand. I feel like the chapters could be cut down to half the length if the author would just get to the point, and you would learn from it more efficiently. It's not the worst required text I've ever read, but it's far from the best. Unless this is necessary for a class, I'd advise finding a different author.

If you're interested in getting a general view of US environmental politics and policy, this is the book to get! It is a rather dense book and can be hard to get through at times, but it is really worth it as it is filled with loads of relevant and interesting information! Rosenbaum is truly an expert in this field, and he has great insight into the bureaucratic process. You can certainly tell at times his biases criticizing the Bush administration, his positive painting of the bureaucracy, and narrow view of politics, but still the book is mostly objective and provides some nuanced opinions.

I gave it only four stars because of how dense and inaccessible Rosenbaum's writing can be, as well as for his apparent biases. Despite these shortcomings, this is one of the best books out there on the subject!

This honestly is the worst book I've ever read. I read the odyssey when I was 12. I have showed at least 5 different people this book and had them read a paragraph. We are all in agreement the writing is completely aweful. Almost every sentence takes up 3-5 lines. I assume the author got paid by the word because he adds in so much that makes it x10 more confusing. His grammar is horrible, doesn't use punctuation when needed, his writing is dreadful and dull. This book makes my eyes hurt, not joking. My eyes hurt trying to read his sentences. If a class is going to make you read this book I recommend not taking this class. I am 6/10 chapters in and this books makes me wish I dropped out

Used this book for my Environmental Law and Policy class, I loved it! Wish I had bought it, rather than rented it!
WAY CHEAPER THAN THE 9TH VERSION, but has almost all the same information!
