Robert L. (Bob) Glass (born 1932) is an American software engineer and writer, known for his works on software engineering, especially on the measuring of the quality of software design and his studies of the state of the art of software engineering.
Glass held his first job in computing in 1954. He worked from 1954 to 1957 in the aerospace industry at North American Aviation, from 1957 to 1965 at Aerojet-General Corp.

Robert Glass is the founder of Computing Trends. He has written more than a dozen books on software engineering and on the lessons of computing failures. Robert also publishes a newsletter, The Software Practitioner, and speaks frequently at software engineering events. The book also feels a little naive at times as it seems to argue that a lot of problems in software engineering are the result of management just not understanding engineering. I agree management could benefit by being more understanding of engineers, but it goes both ways and I think engineers need to be much more understanding of the realities of running a business.
This Bob Glass book is a real "closet classic" of software literature, and one that deserves to be back in print. The chapters in this book are, I guess, articles from his time at IEEE Computer or some other such periodical in the early 1990s at best. Originally published in 1990 or so, it's composed of technology-agnostic essays that cut right to the heart of development concerns.

Glass divides the era of software engineering into three periods: The Pioneering Era (1955-1965). The most important development was that new computers were coming out almost every year or two, rendering existing ones obsolete. The major problem as a result of this bureaucracy was turnaround time, the time between job submission and completion. At worst it was measured in days. Software people could finally spend time writing new software instead of rewriting the old. The 360 also combined scientific and business applications onto one machine. It offered both binary and decimal arithmetic.
