During its sixty-nine-year history, the Soviet Union usually had a de facto leader who would not necessarily be head of state, but would lead while holding an office such as Premier or General Secretary. Under the 1977 Constitution, the Chairman of the Council of Ministers, or Premier, was the head of government and the Chairman of the Presidium of the Supreme Soviet was the head of state.

The following lists events that happened during 1988 in the Union of Soviet Socialist Republics. General Secretary of the Communist Party of the Soviet Union – Mikhail Gorbachev. Chairman of the Presidium of the Supreme Soviet – Andrei Gromyko (until 1 October, then Mikhail Gorbachev). Premier of the Soviet Union – Nikolai Ryzhkov. Chairman of the Supreme Court of the Soviet Union – Vladimir Terebilov. Procurator General of the USSR – Alexander Rekunkov (until 26 May, then Aleksandr Sukharev).

The dissolution of the Soviet Union was the process of internal disintegration within the Union of Soviet Socialist Republics (USSR), also referred to as the Soviet Union, which began in the second half of the 1980s with growing unrest in the national republics and ended on 26 December 1991, when the USSR itself was voted out of existence by the Supreme Soviet, following the Belavezha Accords.

The Soviet Union Under Brezhnev.
