Milton J. In any particular place, ethnic groups may be majorities or minorities, dominant or subordinate, and their membership may overlap the boundaries of territorial states. Some may be long-standing inhabitants of their territory, others may be recent immigrants. Most ethnic groups are not monolithic. They are divided internally, and some of these divisions may have an ethnic quality. The present level of violence and armed conflict in the Middle East involving ethnic and religious minorities indicates that the current state system is not responsive to minority demands for autonomy and increased freedom of action.
